Why can't I get an avatar, it doesn't even give me an option, it just says don't use one

i tried it didnt work so i put it on imageshack and put it on here but it said it was too big
so i did the Upload Image From Your Computer option and it didnt work (the image wouldnt i guess"play")

well there's a size limit so that's why..but gifs do work if they're the appopriate size. i'll increase it but not by too much...don't want to get crazy big around here lol
